The order establishes America by Design and creates the National Design Studio and Chief Design Officer. The initiative covers federal services in digital and physical spaces, including websites and public service locations. The National Design Studio must operate within existing legal authority and available funding. A temporary organization within the studio will help advance the initiative. The temporary organization ends three years after August 21, 2025, unless another authority or provision continues.
Agency heads must work with the Chief Design Officer to carry out the initiative and produce initial results. All executive agencies are covered, with priority for websites and physical sites that strongly affect people’s everyday lives. The General Services Administration must consult with the Chief Design Officer about updating the United States Web Design System. Agencies must consult on government-wide compliance with the 21st Century Integrated Digital Experience Act. Implementation remains subject to existing law and available appropriations. Agencies must produce initial results by July 4, 2026; the other directions apply as agencies carry out the initiative.
