The order removes several federal agencies and units from the labor-management program and gives Defense and Veterans Affairs orders a short deadline extension.
The order excludes hydropower units, parts of Commerce and NOAA, NASA, and the U.S. Agency for Global Media from the federal labor-management relations program, subject to law and available funding.
Orders published by the Defense and Veterans Affairs Secretaries under an earlier executive order may retain full force if issued before the new 15-day deadline.
The President excludes the listed units from the federal labor-management relations program. The exclusions cover Bureau of Reclamation units that operate, manage, or maintain hydropower facilities; specified Commerce and NOAA units; NASA; and the U.S. Agency for Global Media. The order determines that these units primarily perform intelligence, counterintelligence, investigative, or national security work. It also determines that applying Chapter 71 of title 5 to these units would not fit national security requirements. Implementation must follow applicable law and available appropriations. The exclusions take effect under the order dated August 28, 2025.
The President extends the deadline for qualifying Defense and Veterans Affairs orders to have full force and effect. The extension applies to orders published by the Secretaries of Defense and Veterans Affairs under section 4 of Executive Order 14251. The orders must be issued before the new deadline. The extension applies despite the earlier deadline in section 4(b)(ii) of Executive Order 14251. An order qualifies if it is issued before the date that is 15 days from August 28, 2025.
