The Secretary of State must monitor the emergency, report possible reasons for further presidential action, and coordinate implementation with other agencies. The duties apply to the Secretary of State and the listed trade, economic, homeland security, and national security officials. Implementation must follow applicable law and may use presidential powers under the International Emergency Economic Powers Act. The Secretary of State may delegate authority within the State Department.
