The order directs the Energy Department to build a secure AI platform for federal scientific research and seek a first demonstration within 270 days, if funding is available.
The Energy Department must build a secure AI research platform using federal computing, scientific data and automated laboratory tools, subject to law and available funding.
Officials must choose at least 20 major science challenges, then coordinate federally funded AI research around the approved list within existing agency authority and funding.
Federal agencies may coordinate research funding and training with approved outside partners, but participants must meet strict security rules and the order creates no enforceable benefit.
The Energy Secretary must establish and operate the American Science and Security Platform for the Genesis Mission. The platform covers Energy Department computing systems, national laboratories, scientific data, AI tools, and experimental and manufacturing facilities. The platform must follow classification, privacy, intellectual-property, cybersecurity and other applicable legal requirements. The order does not provide funding by itself. Implementation depends on legal authority and available funding. The platform may use private or other outside data only through approved arrangements that meet security and access rules. Within 90, 120, 240 and 270 days of the order, the Secretary must identify resources, select initial data and models, review automated research facilities, and seek an initial operating demonstration, respectively.
The Energy Secretary must propose major science and technology challenges, and participating agencies must use the platform for research tied to the approved list. The challenges must cover areas such as advanced manufacturing, biotechnology, energy, quantum science and semiconductors. The President’s science adviser must review and expand the proposed list with participating agencies. Agencies must act within their existing legal missions and subject to available funding. The Secretary must update the challenge list each year. The Secretary must submit the initial list within 60 days of the order, and the President’s science adviser must review it within the following 30 days.
The President’s science adviser and Energy Secretary must coordinate agency programs and create approved ways for researchers, students, businesses and other partners to participate. Participation may include research grants or prizes, fellowships and apprenticeships, cooperative research, shared facilities and controlled access to data, models and computing. Outside users must pass required reviews and follow classification, privacy, export-control, intellectual-property and cybersecurity rules. Funding opportunities and training programs must follow existing law and available funding. The Energy Secretary must report on the platform, research results, training and partnerships every year after the first annual report. The Energy Secretary must send the first report within one year of the order and additional reports each year after that.
