The order keeps the FEMA review council operating until 10 days after its required report reaches the President or May 29, 2026, whichever comes first.
The Homeland Security Secretary will handle the President’s applicable advisory-committee duties for the council under General Services Administration procedures. This replaces the matching provisions of the prior order.
The President further continues the Federal Emergency Management Agency Review Council. The council was created to assess FEMA and was previously continued by executive orders 14180 and 14378. The council ends at the earlier of the report-based date or May 29, 2026. The order must be carried out under applicable law and only as funding is available. The continuation lasts until 10 days after the report required by Executive Order 14180 is submitted to the President, or May 29, 2026, whichever comes first.
The Secretary of Homeland Security performs the President’s applicable oversight functions for the council. These functions apply to the Federal Emergency Management Agency Review Council and must follow General Services Administration rules and procedures. The order does not change legal authority held by agencies or the Office of Management and Budget. It creates no enforceable right or benefit. This direction applies while the council remains continued under this order.
