The order moves certain federal policy-related jobs into Schedule Policy/Career and requires agencies to notify affected employees and update records.
Positions listed in the order’s Appendix move into Schedule Policy/Career, and agencies must notify affected employees and update their records within 7 days.
Agencies must use merit-based hiring and may reward strong performance in Schedule Policy/Career, while OPM must update related rules and propose a presidential award program.
The President places the positions listed in the Appendix into Schedule Policy/Career, a federal service outside the regular competitive service. The order covers the positions listed in its Appendix and the employees holding those positions. Changes must follow applicable law and depend on available appropriations. A later change to a listed position number or organizational alignment does not remove the position from Schedule Policy/Career. Within 7 days after June 3, 2026, each affected agency must notify employees and update its records and practices.
Agencies must use merit-based hiring for Schedule Policy/Career jobs, follow veteran preference when administratively feasible, and set aside award money for outstanding work; OPM must begin rulemaking for a presidential award program. These directions apply to agencies and employees in Schedule Policy/Career, including some Pathways employees who move into those positions without a one-day break in service. Schedule Policy/Career employees remain subject to applicable law and existing award authorities. OPM must review career appointments from the student and recent-graduate program. The order does not create a legal right to an award, benefit, or enforceable claim. OPM must take steps within 60 days after June 3, 2026, to remove or update obsolete civil-service rules; its presidential award program requires later rulemaking.
