The board covers Long Island Rail Road and employees represented by the Transportation Communications Union, Brotherhood of Locomotive Engineers and Trainmen, Brotherhood of Railroad Signalmen, International Association of Machinists and Aerospace Workers, and International Brotherhood of Electrical Workers. Board members may not have a financial or other interest in a railroad carrier or railroad employee organization. The board may act only as funds are available. The board takes effect at 12:01 a.m. Eastern time on January 16, 2026, and ends when it submits its report to the President.
The parties must submit final settlement offers, and the board must report which offer it considers most reasonable. The requirement applies to the Long Island Rail Road disputes covered by the board. The parties have 30 days after the board is created to submit their offers. The board has 30 days after receiving the offers to submit its report. The parties' deadline runs from the board's creation, and the board's deadline runs from submission of the final offers.
The railroad and employee representatives must not change the disputed conditions except by agreement. This restriction covers the conditions that led to the Long Island Rail Road labor disputes. The restriction applies to both parties to the disputes. It begins when the request to create the board was made and lasts until 60 days after the board submits its report.
