The order ends an extra 25 percent duty on goods from India and directs officials to watch for renewed Indian purchases of Russian oil.
Products from India no longer face the additional 25 percent U.S. duty imposed under an earlier executive order. Required refunds must follow existing law and Customs procedures.
Commerce must watch whether India resumes importing Russian oil. If it does, officials must recommend whether to take further action, including possibly restoring the 25 percent duty.
U.S. Customs shall stop charging the additional 25 percent duty on products from India. The change covers products of India imported into the United States. Any required refunds must follow applicable law and standard Customs and Border Protection procedures. The change applies to goods entered for consumption, or removed from a warehouse for consumption, at or after 12:01 a.m. Eastern time on February 7, 2026.
The Secretary of Commerce shall monitor India’s Russian oil imports, and other officials shall recommend whether to take additional action if those imports resume. The monitoring concerns India’s direct or indirect imports of Russian Federation oil as defined in Executive Order 14329. A recommendation could include restoring the additional 25 percent duty, but this order does not itself restore that duty. Any implementation must stay within agency authority, follow applicable law, and depend on available funding. Monitoring begins under this order, and a recommendation is triggered if Commerce finds that India has resumed directly or indirectly importing Russian oil.
