For covered Wyoming events on or after July 1, 2027, ticket resellers would guarantee refunds for cancellations or ticket problems unless a matching refund guarantee transfers with resale.
For covered Wyoming events on or after July 1, 2027, resellers would refund the ticket price for cancellations and fake, misdescribed, or unusable tickets. Buyer-caused admission problems and tickets with a matching, transferable refund guarantee are excluded.
Breaking the refund rule would count as an unfair sales practice. A knowing violation during a consumer sale would be unlawful under Wyoming's consumer protection law.
A ticket reseller would have to guarantee a full refund of the ticket price in the listed cases. This covers resold tickets to public events at Wyoming venues that charge admission. Ski areas, movie theaters, and original ticket sales are excluded. Refunds apply if an event is canceled, a ticket is fake, a ticket fails to grant admission through no fault of the buyer, or a ticket does not reasonably match its description. The reseller's duty does not apply if the original seller's matching refund guarantee transfers with the ticket. The rule would take effect July 1, 2027, and apply to resold tickets for events on or after that date.
Wyoming would classify a violation of the reseller refund rule as an unfair sales practice. This applies to sellers covered by the ticket resale refund rule. A violation during a business sale to a consumer must be knowing to fall under the bill's list of unlawful sales practices. This would take effect July 1, 2027, for resales of tickets to events on or after that date.
