Towns could give eligible veterans housing priority without requiring wartime or emergency service. Veterans must have low or moderate incomes and meet the veteran definition used for veterans’ property tax benefits. A town must choose to offer the preference through an agreement with a developer or housing owner. The preference may cover up to 50 percent of a project's affordable units.
