Council would declare an emergency over penalties that double tickets

The Council would declare an emergency so a separate ticket penalty bill could pass after a single reading. The separate bill would target the extra penalty, equal to the original fine, for failing to answer covered tickets within 30 days. Covered tickets include camera violations and parking, standing, stopping, or pedestrian offenses. Removing the penalty would require adoption of the separate amendment bill. The resolution would take effect immediately if adopted.
