New Jersey’s four-year colleges would teach incoming first-year and transfer undergraduates about voluntary sexual consent and how colleges report and investigate sexual assault and related abuse.
Starting with the first full academic year after the bill becomes law, four-year colleges would train incoming first-year and transfer undergraduates on sexual consent and rules for handling sexual assault, relationship violence, and stalking.
Four-year colleges would provide the training to incoming students each year. The requirement would cover incoming first-year and transfer students in undergraduate degree programs. Training would explain that sexual consent must be freely given, continue throughout sexual activity, and allow anyone to withdraw consent at any time. It would cover college policies for preventing and reporting abuse and the reporting and investigation steps required under federal Title IX rules. Colleges would regularly review training and update it as needed. The law would take effect immediately upon becoming law; the training requirement would first apply in the first full academic year that follows.
