Electric utility companies would give priority to restoring power to covered care facilities after an outage. This applies to facilities or organizations that provide for people's health and safety in a 24-hour care setting. The Public Utility Commission may bring an enforcement action against a utility that fails to give this priority. The act would take effect 60 days after enactment.
