The U.S. would seek a deal trading farm and mining support for Sudanese resources, if Sudan’s legitimate, civilian-led government agrees and meets safety and governance requirements.
With Sudan’s agreement, a partnership would trade U.S. farm and mining support for Sudanese resources. A legitimate, civilian-led government must first show measurable progress on civilian safety, political stability, and responsible resource management.
The Secretary of State would seek the partnership and set up its exchange program. Sudan would trade resources it mines or produces for U.S. farm and mining equipment and assistance. Sudan’s civilian government must agree to the program. U.S. policy would tie cooperation to substantially less violence against civilians. The partnership could start only after the Secretary finds that Sudan’s legitimate, civilian-led government has shown measurable improvement in civilian protection, political stability, and responsible management of the resources covered by the partnership.
