D.C. would approve a Local 36 agreement covering pay and insurance payments for sworn fire and emergency medical workers through the rank of captain.
If approved, the agreement would provide Local 36 workers active at each start date with pay adjustments of 2% in 2024 and 3.5% in 2025 and 2026, including back pay.
If approved, Local 36 firefighters who maintain the required paramedic certification would receive extra pay equal to 18% of their own salary rate, regardless of assignment, starting October 1, 2026.
If approved, D.C. would make scheduled vision and dental insurance payments for Local 36 workers. Dental benefits could be cut if the capped payments fall short.
The Council would approve the Local 36 labor agreement and its pay schedules. It covers D.C.’s sworn fire and emergency medical workers through the rank of captain. Each adjustment applies to workers actively employed when that adjustment starts. Approval would take effect immediately. Each pay adjustment starts with the first full pay period beginning on or after October 1 of the listed year.
D.C. would calculate the extra 18% payment using each worker’s current job class and pay step. It covers Local 36 firefighters through captain, regardless of assignment. Workers must earn and keep the paramedic certification called NREMT-P. The 18% rate would apply beginning October 1, 2026.
D.C. would pay toward Local 36 workers’ vision and dental insurance. The union chooses plans with D.C.’s approval. D.C. may instead pay dental claims itself while keeping required benefits. The union must cut dental benefits if capped payments fall short. D.C. would not pay duplicate premiums for spouses who are both covered. Starting September 30, 2027, monthly payments would be $24.33 for vision, $56.82 for single dental coverage, and $108.48 for family dental coverage.
