Rutland officials would be allowed to turn Rutland Market Place’s seasonal alcohol license into a year-round license for take-home sales.
Rutland could convert Rutland Market Place’s seasonal take-home alcohol license to a year-round license within one year after the bill becomes law. The store would give up its separate beer and wine license.
The license could not move from 26 Pommogusett Road. Another applicant would need state letters confirming the license meets tax and unemployment requirements and all required payments are made.
A license that ends or goes unused would have to be returned. It would expire unless officials reissue it at the same address under the same rules within three years of return.
Rutland officials could convert the store’s seasonal alcohol license to a year-round license. This would cover take-home alcohol sales at Rutland Market Place, operated by Varahi Foods Inc. at 26 Pommogusett Road. The store would return its separate beer and wine license when the year-round license is issued. State alcohol rules would apply, except chapter 138, sections 17 and 17B. If it becomes law, it would take effect immediately. Officials would have one year to issue the year-round license.
Rutland officials could grant the license to another applicant. The license could be used only at 26 Pommogusett Road. The applicant would need letters from the state tax and unemployment agencies. Both must confirm the license meets agency requirements and all required taxes, fees, and contributions are paid. Later applicants could receive the license beyond the one-year deadline if the original year-round license was issued on time.
The holder would have to return the license and its rights to Rutland’s licensing authority. This would cover licenses that are given up, not renewed, or unused, as well as licenses officials cancel or take away. Another applicant would have to use the same address and provide the required state tax and unemployment letters. Officials could reissue it within three years after its return; otherwise, the license would expire.
