By October 1, 2027, state agencies would need online tools for NJ FamilyCare and SNAP applicants and recipients to report volunteer hours and track SNAP work activities.
The bill would set an October 1, 2027, deadline for existing requirements: Human Services must provide an online tool for NJ FamilyCare and SNAP applicants and recipients to submit volunteer-hour records, and Human Services and Labor must track SNAP work activities.
The bill would replace earlier program funding with transfers of $50,000 each to Human Services and Labor from the Office of Volunteerism’s existing $319,000 appropriation, if the budget director approves.
The Department of Human Services must create or update an online tool, and Human Services and Labor must set up a system to track work activities and participation. NJ FamilyCare and SNAP applicants and recipients could use the tool to submit volunteer or community-service records; tracking covers SNAP applicants and recipients. The tool must let people submit information and documents needed to show they meet federal requirements. The tracking system must allow the departments to share information to help run the SNAP Employment and Training Program. They must make data-sharing agreements when needed. Both tasks must be completed on or before October 1, 2027.
The bill repeals the earlier program appropriation and directs $50,000 to Human Services and $50,000 to Labor from the Office of Volunteerism’s existing funds. The transfers support the volunteer-program work assigned to the three state offices. The money comes from the Office of Volunteerism’s existing $319,000 appropriation. The transfers are added to the state budget for the fiscal year ending June 30, 2027. They require approval from the Director of the Division of Budget and Accounting.
