New Jersey’s Motor Vehicle Commission would build an online system letting eligible public and private fleets register together and choose a shared renewal month.
Public bodies with at least 10 vehicles and private groups with at least 10 light-duty vehicles could register fleets together online yearly, except vehicles covered by a separate program, the International Registration Plan.
Participating fleets would share a renewal month, and vehicles added during the year would pay fees based on time left. Permanent proof of registration would not replace yearly renewal.
The commission could charge a reasonable administration fee alongside usual registration charges. Vehicles with extended registrations could use annual certifications and owe no fees during that period.
The head of New Jersey’s Motor Vehicle Commission would establish online registration through one yearly transaction per fleet. The vehicle counts include vehicles owned or operated. Light-duty vehicles have two axles and four wheels, are approved for public roads, and mainly carry passengers or do light commercial work. These requirements would take effect in the sixth month following enactment.
The commission would align fleet renewal dates and issue permanent proof of registration. Each participating fleet could choose an available renewal month under commission rules. Vehicles added during the registration year would expire with the rest of the fleet. Their fees would be based on the time remaining and due when registered. Routine yearly renewals would not require replacing the vehicle’s registration identifier. These requirements would take effect in the sixth month following enactment.
The commission could charge a reasonable fee to run the fleet system. These rules would cover vehicles enrolled in the fleet system. No other added fee could be charged for using the system. Usual registration charges would remain due unless an exception applies. Registration would require the application, proof of insurance, other required documents, and payment. For vehicles with extended registrations, owners could instead certify at entry and yearly that registration remains valid. No fees or charges would be due during that extended period. These rules would take effect in the sixth month following enactment.
No hearings or votes scheduled.
