Voters would show a valid document bearing their name before receiving a ballot. This would cover New Jersey polling places in every election. Backup options would be utility bills with a name and address, mortgage or rental statements, and government or utility mail showing the voter’s address. Missing or mismatched identification could prompt a challenge, but voters could still prove their right to vote. This requirement would start January 1 next following enactment.
