Tenants forced out of an apartment building demolished by a private developer would get the first offer of a comparable new unit if their lease was active.
Tenants with active leases who must leave when a private developer demolishes their apartment building for redevelopment would get first chance at comparable new units, for at most 10% more rent.
Private developers would offer displaced tenants first chance to rent a comparable apartment in the rebuilt building. This applies when a private developer demolishes an apartment building for redevelopment and a tenant has an active lease when the unit must be vacated. The offered rent could be no more than 10% above the rent in the tenant's lease at displacement. An accepted lease must limit renewal rent increases under the town's rent control rule, or the nearest town's rule if the town has none. Developers would give at least 90 days' notice of expected completion and offer a lease at least 60 days before completion. Tenants would have at least 30 days after receiving the offer to respond.
