The Council is asked to approve District grants of up to $178.5 million a year to help WMATA repair and maintain its existing transit systems through 2032.
The Council is asked to approve up to $178.5 million a year for WMATA from 2027 through 2032, for a total of up to $1.071 billion. Payments depend on annual funding approval.
WMATA may use the grant for approved work that keeps existing rail, bus, and access assets in good repair. The agreement excludes expansion, enhancements, and operating costs, with narrow exceptions for added vehicles.
The resolution would approve a six-year grant agreement for District funding to WMATA. The agreement covers WMATA's Metrorail and Metrobus systems from October 1, 2026, through September 30, 2032. District payments depend on annual appropriations and lawful availability of funds. The District may reduce its grant if Maryland or Virginia reduce their dedicated funding. The agreement covers District fiscal years 2027 through 2032, from October 1, 2026, through September 30, 2032.
WMATA may spend the grant only on approved capital projects to repair and maintain existing transit assets. Covered projects must appear in WMATA's Capital Improvement Program and support Metro Rail, Metro Bus, or Metro Access assets. Funds cannot pay for system expansion, new enhancements, or operating costs. The agreement allows limited increases in revenue vehicles when incidental to a larger repair or replacement project, or needed to address a documented safety hazard. WMATA must report project progress and spending to the District each quarter. WMATA must send the District a progress report within 45 days after each fiscal quarter ends.
