Starting in the first full academic year after enactment, eligible NJ STARS students could use awards at county colleges in bordering counties. They could use an award farther away only if home and bordering county colleges lack their chosen program.
Eligible students would be allowed to use NJ STARS awards at a New Jersey county college in a county bordering their home county. Students must meet the existing NJ STARS eligibility rules. To use the award at a college beyond those counties, students must show under state aid rules that neither their home county college nor any bordering county college offers their chosen program. If enacted, the change would take effect immediately and first apply in the first full academic year after it becomes law.
