The Army Secretary may place the monument only after the Air Force Secretary agrees to pay all site preparation, construction, installation, and maintenance costs, and accepts any other terms the Army Secretary requires. The design must be approved by both the Army Secretary and the Air Force Secretary, and the monument must stand on a plot without burials. The bill sets no deadline for placing the monument.
