Entities that develop or operate advanced AI systems in the United States would have to give a human operator a way to shut each system down.
Each covered entity would have to make sure its advanced AI system has a technical way for a human operator to shut it down. This applies to any entity that develops or operates an advanced AI system in the United States. If enacted, the Secretary of Homeland Security would have to issue rules to enforce this requirement within 90 days after enactment.
