If enacted, the bill would require some ads supporting or opposing candidates to identify major funders and their payments, starting January 1, 2027.
Some campaign ads paid for by committees that spend or give at least $10,000 a year on independent ads would have to name major funders and show their payments.
Covered ads would have to show the names of major funders and the amounts they paid. The ads must expressly support or oppose a clearly identified candidate, or qualify as an electioneering communication. The rule would cover ads paid for wholly or partly by a committee that spends at least $10,000 on independent ads in a calendar year, or gives at least $10,000 to other committees that make independent ads. The list would name the three largest funders who each paid at least $5,000 during the 12 months ending on the ad's payment date. If a listed funder is a political committee, the ad must also name its two largest funders who each paid at least $5,000 in that period. The rule would apply to covered ads made on or after January 1, 2027.
