If enacted, the proposal would give some enlisted members moving stations WIC notices and temporary proof of likely eligibility for them and participating family members.
Some enlisted members moving to a new permanent duty station would be told they may qualify for WIC. The notice would not guarantee eligibility.
During a covered member's move, state agencies would treat the member and participating family members as likely eligible for WIC and provide proof cards.
Each military installation would have personnel available to explain WIC, including service member notices and a reassessment mentioned in the bill.
The Defense Secretary would notify covered service members about possible WIC eligibility. This covers enlisted members moving to a new permanent duty station who have a dependent under age 5, are pregnant, or have a pregnant spouse, and meet one of the listed service or pay-grade criteria. The notice would describe possible eligibility; it would not guarantee that anyone qualifies. When practicable, notice would come at least 30 days before the required report date; it may instead come as soon as practicable after the move order is issued.
State agencies would treat covered members and their participating family members as likely eligible for WIC during a move and provide verification cards. A covered member is serving an initial enlistment, is in pay grade E-4 or below, or has under 10 years of service and is in pay grade E-5 or E-6. At certification or recertification, the agency would issue a card to a covered member. Family members would remain subject to WIC's certification transfer rules. The move-period treatment and cards would start on the first day of the move and end when the current certification period expires.
The Defense Secretary would ensure military installations have personnel available to give service members WIC information. This applies at each military installation and covers information for members of the Armed Forces. The information would include details about the notices and a WIC reassessment mentioned in the bill. The staffing would be required at least three days a week, no later than 180 days after enactment.
No hearings or votes scheduled.
