Council declares urgent need to consider student transportation contract

The Council declared emergency circumstances so the related contract act could be adopted after a single reading. The contract covers transportation for students with disabilities under Modifications M0009, M0010, and proposed M0011. Council approval is needed because the three changes would raise the contract's value by more than $1 million within 12 months. Without that approval, Ramjay cannot be paid more than $1 million for services from August 22, 2026, through August 21, 2027. Proposed Modification M0011 would raise the contract's total spending cap to $4,802,490. The resolution took effect immediately on September 22, 2026.
