The Council declared an emergency so a separate act approving three contract changes and related payments could be adopted after one reading.
M04 used part of the contract's third option year, allowing up to $1 million from July 7 through September 30, 2026. M05 extended the work through October 7 at no added cost.
Proposed M06 would use the rest of the contract's third option year and add up to $2,968,957.85, raising the total cap to $3,968,957.85.
The Council declared an emergency so the separate approval act could be adopted after one reading. The separate act concerns See Forever Foundation's education program for youth in DYRS custody at the Youth Services Center. Council approval is needed because the three modifications would push the contract's value above $1 million within 12 months. Without approval, the foundation cannot be paid above $1 million for goods and services provided from July 7, 2026, through July 6, 2027. The emergency declaration took effect immediately on September 22, 2026.
The contracting office used two parts of the contract's third option year through M04 and M05. Both modifications cover the See Forever Foundation contract for educating youth at the Youth Services Center. M04 allowed spending up to $1 million. M05 added no cost. M04 ran from July 7 through September 30, 2026, and M05 extended the work through October 7, 2026.
Proposed M06 would use the rest of the contract's third option year and raise its spending cap. M06 concerns the same See Forever Foundation education contract. The proposed modification would add up to $2,968,957.85 and raise the total cap to $3,968,957.85.
