Eligible owners could skip registering low-speed electric bicycles and registering and insuring motorized bicycles, based on age, disability, work use, or income.
Owners who are at least 62, have a disability, use the bicycle for work or commuting, or meet an income limit could skip certain registration rules and, for motorized bicycles, insurance requirements.
The bill would let some owners skip registration for low-speed electric bicycles and registration and insurance for motorized bicycles. The exemptions cover owners of low-speed electric bicycles and motorized bicycles who meet at least one of these conditions. An owner qualifies if they are at least 62, have a disability, use the bicycle for work or commuting, or have income below a threshold set by the Motor Vehicle Commission chief administrator. The income threshold must take into account applicable federal housing income limits. The bill would take effect immediately.
