Local public employers that provide active workers’ health benefits through SHBP could buy outside secondary coverage for Medicare-eligible participants and dependents.
Local employers that provide active workers’ health benefits through SHBP could buy secondary coverage from an outside carrier for some or all Medicare-eligible participants and dependents. A person could not have this coverage through both SHBP and an outside carrier at once.
A qualifying local public employer may contract with an outside carrier for secondary health coverage. This applies to employers other than the State that provide active employees’ medical and prescription drug benefits through SHBP. They may cover some or all SHBP participants and dependents eligible for Medicare under federal law. A person cannot have secondary coverage through SHBP and an outside carrier at the same time. If enacted, the act would take effect 180 days after enactment.
