If enacted, defense officials would establish a central dashboard within one year to track military construction data for research and testing facilities.
Defense officials would create a central dashboard for military research facilities, using existing financial tools to show facility conditions, construction projects, unfunded needs, and trends.
After the dashboard is built, officials would certify that it works, review whether to continue using it within three years, and end the authority on December 30, 2030.
The Under Secretary of Defense for Research and Engineering, working with each military department secretary, would establish a central dashboard. The dashboard would cover military construction planning, design, and execution data for laboratory and test-and-evaluation facilities. It would use existing financial management tools. It would include facility details, project information, unfunded needs, property data, equipment replacement values, and trends. The dashboard would use real-property identifiers or another identifier approved by the Secretary of Defense for non-real-property equipment. The dashboard would have to be established within one year after this section is enacted.
The Under Secretary would certify that the dashboard works, later recommend whether to continue using it, and notify congressional defense committees about that recommendation. These duties would apply to the dashboard required for research, development, test, and evaluation facilities. The certification would have to state that the dashboard is operational and meets the listed data requirements. The authority for the dashboard would end on December 30, 2030. The certification would be due within 30 days after the dashboard is established. The continuation recommendation would be due within three years after enactment, with congressional notice due within 15 days after the recommendation.
