Public retirement systems would receive FEMA repayments for accidental disability retirement and death costs from World Trade Center response work, if Congress provides funding.
FEMA would repay eligible public retirement systems for accidental disability retirement and death costs from World Trade Center response work. Congress would still need to provide funding.
The proposal would authorize about $5.9 billion for the repayments in fiscal year 2027. It would not itself set aside that money.
FEMA would have to repay eligible public employee retirement systems for covered costs. A system must have a member who participated in rescue, recovery, or cleanup work following the September 11, 2001 attacks on the World Trade Center. Costs must relate to accidental disability retirements or accidental deaths resulting from that response work. Only public employee retirement systems could use the payments; other entities could not. Congress would still need to provide the money.
Congress would authorize $5,913,400,000 for FEMA to make the repayments. The money would support FEMA's repayments to eligible public employee retirement systems. This permission to fund the payments would not itself set aside money. The funding authorization covers fiscal year 2027.
