Colleges receiving federal aid would limit international athletes on each varsity roster and report each team's percentage annually. The limits cover each college varsity team organized to compete against other colleges. Colleges would report to the U.S. education secretary and the relevant athletic association. Students count as international if they are neither U.S. nationals nor lawful permanent residents, meaning immigrants allowed to live permanently in the United States. Athletes of any nationality also count if they receive or have received pay, scholarships, or other financial help for athletic participation from a foreign Olympic or Paralympic committee. The requirements would take effect July 1, 2029, and apply to the 2029–2030 school year and each later school year.
