The proposal would provide $562 million annually for federally supported family planning services and clinic facilities from fiscal year 2026 through fiscal year 2035.
The proposal would set aside $562 million each year for federally supported family planning services and clinic buildings and equipment, for fiscal years 2026 through 2035.
Funded clinics would offer patients with positive pregnancy tests neutral counseling about pregnancy options and referrals on request. Patients could decline information about any option.
Organizations sharing this funding with other service providers could exclude a provider only because it cannot deliver the family planning services covered by Title X.
The Department of Health and Human Services would administer a fund for family planning clinics supported by the federal Title X program. The funding would support clinics providing family planning services under Title X. Each year's funding would include $512 million for service grants and contracts and $50 million for clinic construction, renovation, and equipment. Money would remain available until spent, even beyond the fiscal year when it was set aside.
Funded clinics would offer pregnancy information and counseling without steering patients toward a particular choice. Clinics receiving this funding would offer patients with positive pregnancy tests information about continuing pregnancy, infant care and adoption options, and abortion. All pregnancy counseling would avoid steering patients toward a choice. Patients requesting counseling would receive neutral facts about each option, except those they say they do not want to discuss. Referrals would be provided on request.
Recipients passing funding to other organizations could exclude them only if they cannot provide Title X services. The rule would cover organizations seeking to participate in those shared-funding programs. The restriction would apply when recipients pass along this funding to provide Title X services.
