New York’s campaign finance board would schedule public matching-fund payments and explain missed payments to candidates, who must file certification before an eligible payment date.
The board would set payment dates for primary, general, and other covered elections, and explain missed payments to candidates. Candidates must file a required certification at least 15 business days before an eligible payment date.
The Public Campaign Finance Board would set dates for public matching-fund payments and give candidates information about missed payments. The schedule covers primary, general, and other covered elections. For each payment date, the board would provide each candidate with a written reason for any missed payment and a report of contributions accepted and matched with public funds. A participating candidate must file the required certification at least 15 business days before a payment date on which the candidate is eligible for funds. If a scheduled payment falls on a weekend or federal holiday, it would move to the next business day, except for the first general-election payment. The act would take effect immediately. For primary elections, the text calls for one payment no later than a week after the designation deadline and at least four payments before the primary. For other covered elections, it calls for at least three payment days in the 30 days before the election.
