If enacted, the bill would direct federal energy regulators to set rules for prioritizing certain reliable power projects seeking grid connections.
After enactment, federal energy regulators would set rules for grid operators and utilities to ask to move certain reliable power projects higher in the connection queue. Requests would need evidence of need and public input.
The Federal Energy Regulatory Commission would make rules for requests to move certain power projects higher in the grid connection queue. The rules would cover requests from utilities, independent system operators, and regional transmission organizations for qualifying dispatchable power projects. Projects must be dispatchable and expected to improve grid reliability and the ability to meet electricity demand. A transmission provider's request must show why priority is needed and how it would improve reliability or resilience. The provider must seek public comment and stakeholder input before submitting the request. The Commission would start the rulemaking within 90 days after enactment and issue final rules within 180 days. It would decide on each request within 60 days and review the rules at least every five years.
