Drivers of vehicles made without a factory-provided place for a front plate could leave it off, if they attach one plate to the rear and keep the second inside to show an officer on request.
Some vehicles made without a factory-provided place for a front plate could go without one. The rear plate must stay attached, and the second plate must be kept inside and shown to an officer upon request.
The proposal would let some vehicles go without a front number plate. This applies to motor vehicles made and delivered for sale without a manufacturer-provided place for a front plate. The vehicle must have been made and delivered for sale without a manufacturer-provided bracket, mounting point, or other designated place for a front plate. The registrar's first plate must be securely attached to the rear, and the second must be kept inside and shown to a law enforcement officer upon request.
