If enacted, a HUD pilot would allow unused rental aid to move between housing agencies to serve veterans who are homeless or at risk.
HUD could move persistently unused rental aid between public housing agencies to serve veterans facing homelessness. Agencies would first receive notice and time to use the aid.
The pilot would end five years after enactment. Veterans still holding its vouchers would keep them through the standard HUD-VASH program under that program's rules.
HUD would identify persistently unused rental aid and could move it to other public housing agencies. Redistributed HUD-VASH rental aid would serve veterans who are homeless or at risk of homelessness, as HUD determines. HUD would decide what counts as sustained underuse. Before taking aid back, HUD would notify the agency and give it time to use the aid. HUD would establish the pilot within one year after enactment, in consultation with the Department of Veterans Affairs.
The pilot would end, with remaining participants moving into the standard HUD-VASH program. This applies to veterans who receive vouchers through the pilot. Participants who still hold their pilot vouchers when the pilot ends would keep them under the standard program's rules. The five-year deadline runs from enactment, rather than from the pilot's start.
