If enacted, Illinois athletic organizations would have to honor high-school transfers approved in writing by both schools, while enforcing the stated eligibility penalties.
Students in grades 9 through 12 could transfer to another school and keep full athletic eligibility when both schools give written consent and confirm there was no improper recruiting.
Transfer would not erase athletic penalties: students moving after a season starts could lose that activity for the rest of the school year, and other penalties could continue for up to 365 days.
Athletic associations and similar organizations would have to allow eligible student-athletes to transfer schools and keep full athletic eligibility when both schools give written consent. This covers student-athletes in grades 9 through 12 transferring between Illinois schools. The sending and receiving school principals or official representatives must give written consent to the athletic association or organization. The consent must state that the officials do not know of recruitment or other communication by the receiving school's athletic staff that influenced the student's decision to transfer. The association or organization could not restrict eligibility based on the student's reason for transferring.
Receiving schools would have to enforce applicable athletic ineligibility periods from the sending school. This applies to a transferred student who was already ineligible, or would have become ineligible, at the sending school. A student who transfers after the official start of the season for the activity played at the sending school could not play that activity for the rest of that school year. The receiving school must enforce the sending school's ineligibility period even if the student otherwise qualifies under the transfer rule. The transferred student's ineligibility would last for the remaining period set by the sending school or 365 days after the transfer, whichever is shorter.
