Proposal would limit required worker ratios in apprenticeship programs
If adopted, Wisconsin's proposal would limit how many journeyworkers the department can require for apprentices, with separate limits for construction trades and collective bargaining agreements.
1
What it does
If adopted, the department could not require more than one journeyworker per apprentice in other trades, or more than one per two apprentices in construction trades. Collective bargaining agreements are exempt.
Argument forSome employers could pair more apprentices with each journeyworker, which may let them offer more training placements outside collective bargaining agreements.
Argument againstConstruction employers might have fewer journeyworkers required for each apprentice, which could mean less one-on-one guidance for apprentices outside collective bargaining agreements.
More detail
If adopted, the department could not require more than one journeyworker for each apprentice in other trades, or more than one for every two apprentices in construction trades. The construction trade limit applies to trades, crafts, or businesses the department identifies as construction trades when approving apprenticeship programs. These limits would not apply to apprentices whose employment is governed by a collective bargaining agreement.
