Municipal waste facilities can keep fees while repaying wastewater loans
The law lets municipal waste facilities keep environmental repair fees equal to their outstanding Clean Water Fund Program loan debt while repaying wastewater treatment loans.
1
What it does
Municipal waste facilities with Clean Water Fund Program loans for wastewater treatment systems may keep environmental repair fees equal to the borrowed amount and interest owed while repaying those loans.
Argument forKeeping collected fees could help municipal waste facilities repay Clean Water Fund Program loans for wastewater treatment systems.
Argument againstLetting facilities keep these fees could reduce the money the Department of Natural Resources receives while their loans are being repaid.
More detail
Municipal waste facility owners or operators may keep environmental repair fees they collect from waste disposal. This permission covers owners or operators of municipal solid waste facilities. The owner or operator must receive a Clean Water Fund Program loan for wastewater treatment systems. The amount kept may equal the total borrowed amount and interest owed on that loan. Facilities may keep these fees while the loan is in repayment.
