Wyoming school districts would have to stock free period products in restrooms designated for female use that students regularly use, starting in the 2026–2027 school year.
Starting in the 2026–2027 school year, districts would provide free period products in female-use restrooms that students regularly use. They would also tell students where to find them.
The proposal would set aside $487,500 from the public school foundation program account for two school years of district reimbursements. Payments would have caps and cover dispensers only in the first year.
School district boards would keep adequate supplies of free period products in covered restrooms and tell students where to find them. The requirement would cover every restroom designated for female use that students regularly use, without a stated grade limit. Products would include tampons, sanitary pads, and similar supplies for menstrual hygiene. The proposed act would take effect July 1, 2026. The product requirement would continue each school year after 2026–2027.
The proposal would set aside $487,500 from the public school foundation program account for the Department of Education to reimburse districts. School districts would receive reimbursement for required period products, with caps based on the number of female students in grades 6–12. Districts would submit actual costs. For 2026–2027, reimbursement for dispensers and supplies would be capped at $1,100 per 100 female students in grades 6–12. For 2027–2028, reimbursement for supplies would be capped at $850 per 100 female students in grades 6–12. Money could be used only for this purpose. Unspent money not committed to payments would return as provided by law on June 30, 2028. The proposal expresses an intent to include this funding in the next two-year standard budget; it does not itself set aside that later funding. The money would be available from July 1, 2026, through June 30, 2028, for costs in the 2026–2027 and 2027–2028 school years.
