Voters would elect directors of certain appointed county boards and special districts when their average budget or spending reaches at least $20 million. The rule would stop applying if that average falls below $20 million or another law provides for elections.
Voters would elect directors of certain county boards and special districts. It would cover boards whose directors are appointed by county commissioners or another entity named in the board’s governing law, and whose directors are not already required to be elected. The five-year average budget or spending must be at least $20 million. The election rule would not apply if the board’s average budget or spending falls below $20 million, or another law expressly provides for electing its directors. The election would cover all directors unless the board’s governing law sets different terms. Elections would begin with the 2028 general election. The proposal would apply to boards whose directors’ terms end on or after July 1, 2026, but would protect earlier appointments until those terms end.
