The proposal would bar homeowners associations from prohibiting members’ indoor or outdoor political campaign signs. The proposal covers incorporated or unincorporated associations that manage or regulate planned residential communities, such as subdivisions, condominiums, and mobile home communities. Associations could still adopt rules allowed by the bill, including limits on sign placement, number, timing, and size, and bans on signs that break the law or threaten safety. Associations could ask members to remove signs that violate an allowed rule. The bill would take effect July 1, 2026. It says it applies to associations formed, or whose bylaws are created or amended to restrict political signs, on or after that date.
