Online fundraisers would check card codes and U.S. billing addresses
Groups collecting online card donations for committees or conduits would check card security codes and billing addresses when people make contributions.
1
What it does
Groups collecting online card donations for committees or conduits would have to require and check a card security code and generally verify a U.S. billing address. U.S. citizens living abroad may use their U.S. voter registration address instead.
Argument forRequiring a card security code and checking billing addresses could help committees screen online donations made with incomplete card details.
Argument againstGroups could face a forfeiture equal to the affected donations if they fail to require the card code or applicable address.
More detail
Third-party groups collecting online card contributions for committees or conduits would have to collect and check specified card and address details. These rules cover third-party groups that solicit and accept online credit or debit card contributions for a committee or conduit. A U.S. citizen living outside the country may use the U.S. address used for voter registration if the card has a non-U.S. billing address. The group must give that address to the committee or conduit. A group that fails to require the card code or address as provided in this subsection is subject to a forfeiture equal to the cumulative amount of those contributions. The group must collect and check the required details when the contribution transaction takes place.
