State property officials would review inventories at least every four years, flag unused or underused property, and advise leaders about legal uses and possible transactions.
The Real Estate Division would review each state spending unit’s real-property inventory and identify property that is unused or substantially underused. The review covers real property owned or leased by the state and inventories submitted by state agencies, institutions, and other state spending units. An agency, institution, or other state government unit must designate property as unused or substantially underused when reporting it. The division’s recommendations must examine the highest and best legal use and other possible transactions or uses that may be in the state’s best interest. The division must provide information about possible transactions, including significant-benefit proposals from private parties. The division would review each inventory at least once every four years. The measure states that it takes effect 90 days after passage, on June 8, 2026.
