This failed proposal would require Wisconsin to issue provisional public school licenses to speech-language pathologists with valid professional credentials and a successful background check.
Speech-language pathologists would qualify for provisional school licenses with a valid Wisconsin professional license or permission to practice through a licensing compact. They would also need a successful background check.
The Wisconsin Department of Public Instruction would issue eligible applicants a tier II provisional license, allowing them to work as public school speech-language pathologists. The license would cover work in Wisconsin public schools. Applicants would need a valid Wisconsin speech-language pathology license or valid permission to practice through the speech-language pathologist licensing compact. Applicants would also need to qualify for a teaching license based on a successful background check. If enacted, the act would generally take effect the day after publication and first apply to applications received on that date. Administrative rule changes would follow the separate timing law cited in the proposal.
