Vermont would require detailed fuel sales reporting rules
If enacted and funded, Vermont would require final greenhouse gas reporting rules by July 1, 2027, while fuel suppliers would provide requested information.
1
What it does
The Secretary of Natural Resources may establish broad greenhouse gas reporting rules. Covered transportation and heating fuel suppliers would have to provide requested information.
Final reporting rules would be due by July 1, 2027, but only if lawmakers provide fiscal year 2027 money for that purpose. The reporting database would also depend on funding.
Argument forMore consistent data about fuel sales and emissions by location could help officials track greenhouse gas sources and plan responses.
Argument againstFuel suppliers would have to answer information requests, which could add reporting work and costs for covered businesses.
More detail
The Secretary of Natural Resources may adopt a broad greenhouse gas reporting program, and covered fuel suppliers must answer requests for information. The program may cover all emission sources, including suppliers of transportation and heating fuels. Rules must include the types and amounts of fossil fuels sold by major sectors and by the smallest practical geographic area. The Secretary must work toward consistency with other international, federal, and State reporting programs. The provision is subject to the exception in 10 V.S.A. § 582(g).
The Secretary of Natural Resources would have to adopt final greenhouse gas reporting rules and create a reporting database. The requirement applies to the reporting rules required under 10 V.S.A. § 582(e)(2) and to the database for reported data. The rulemaking duty depends on an appropriation of money for fiscal year 2027. The database duty also depends on an appropriation. If the required fiscal year 2027 money is appropriated, final rules must be adopted by July 1, 2027.
