The introduced text directs part of a vehicle registration fee to emergency medical services. The fee applies to pickups, panel trucks, and motor vehicles in the listed passenger vehicle categories. The fund supports statewide emergency medical services programs and local services provided by licensed agencies. The text sets aside $4 of a $4.25 annual fee for emergency medical services and the remaining 25 cents for emergency medical services staff certification and recertification training. The local share supports licensed nonprofit agencies in the currently effective section; the contingent effective section also includes licensed volunteer agencies. Local governments must report each year how they use returned funds. If a report is missing, their next year's funds are held until it is submitted. The fee is collected each year when a covered vehicle is registered. A locality's next year's payment is held if its report for the prior fiscal year is missing.
