A licensee would retain 1.30 percent of historical horse-racing wagering pools and distribute it among the listed recipients. This applies to pools from historical horse-racing wagers at a racetrack or Virginia satellite facility. For satellite-facility pools, the locality share goes to both the satellite-facility locality and racetrack locality before July 1, 2026. On and after that date, it goes to the satellite-facility locality.
